WHEREAS an International Exposition on the Environment will be held in Spokane, Washington, during the six months beginning in May, 1974, and
WHEREAS this international exposition with the theme, "Progress Without Pollution," will enable participants to display how man behaves in relation to the beneficial or harmful effects of his environment, and
WHEREAS this exposition, a centennial event.for the city of Spokane, will provide a setting in which to explore aspects of natural environment, improvement of the environment derived from contemporary civilization and the fight against pollution, and
WHEREAS it was found on October 15, 1 971 that this exposition warrants Federal recognition under the provisions of Public Law 91-269, and
WHEREAS this exposition has received official registration as a Special Category exposition by unanimous vote of the Bureau of International Expositions in Paris on November 24, 1971, and
WHEREAS the exposition will encourage travel and stimulate trade and cultural exchange between nations, and
WHEREAS a United States Commissioner General will be appointed to exercise the responsibility of the United States Government for fulfillment of the Convention Relating to International Expositions signed in Paris on November 22, 1928, as modified, and to invite the several States of the Union to participate therein:
NOW, THEREFORE, I, RICHARD AA. NIXON, President of the United States of America, do hereby authorize and direct the Secretary of State to invite, on my behalf, such foreign countries as he may consider appropriate to participate in this international exposition.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the Seal of the United States of America to be affixed.
